2. Government support schemes must continue to evolve to support a phased restart of the economy.

This week the BCC Coronavirus Impact Tracker revealed that almost 60 per cent of those who had submitted furlough claims had been paid. It is clear that the scheme has become a key support, particularly for those firms who have had to close their operations during lockdown.

Ministers should adapt loan, grant, business rates holiday and job retention schemes aligned to the phasing of the restart. It should particularly aim to extend support for firms that remain shut or have restricted capacity to deliver their products or services. Businesses need clarity so they plan ahead, survive this crisis and thrive in the future.
