Businesses are preparing for significant changes in trade processes at the border with the introduction of the Border Target Operating Model (BTOM).

Medium-risk animal and plant imports from the EU to Great Britain will require Export Health Certificates and Phytosanitary Certificates. As part of ongoing developments, Documentary, Physical, and Identity Checks will be introduced, complemented by the removal of health certification for low-risk global imports, and reduced checks for medium-risk Rest of World animal products. By the close of 2024, Safety and Security Declarations for EU imports will be enforced, incorporating streamlined processes through the UK Single Trade Window and a reduced dataset for imports.

In September 2022, HMRC completed stage 1 of transitioning to the Customs Declaration Service (CDS), bidding farewell to the CHIEF (Customs Handling of Import and Export Freight) system for Import declarations. Now, stage 2 is on the horizon, extended to 30th March 2024, marking the withdrawal of the Export CHIEF service.
