In a recent conversation with TEAM Energy, Robin Barmby and Stephen Fisher, Principal Asset Officers at East Riding of Yorkshire Council, shared insights into their forward-thinking energy initiatives. Their work highlights how data-informed decisions and inventive solutions can deliver both environmental benefits and significant financial savings.
Driving Energy Efficiency Through Smart Investments
The council has made notable progress in solar energy adoption, investing over £2 million in rooftop solar installations since 2012, supported by the Feed-in Tariff scheme. Numerous schools have benefited, and one of the most impactful efforts involved revisiting previously excluded sites and identifying new ways to install panels.
“We’ve had the most success with our solar panel rollouts,” said Robin Barmby, Principal Asset Officer. “Revisiting sites that were initially omitted and finding innovative ways to install panels has been particularly rewarding.”
A small-scale solar farm was also introduced at a caravan park, one of the council’s highest energy users, where solar generation aligns well with peak demand. Stephen Fisher noted that integrating photovoltaic (PV) systems into the council’s annual roofing programme for social housing, alongside insulation upgrades, has been the most cost-effective way to improve EPC ratings.`
Empowering Projects with Training and Technology
Stephen Fisher stressed the value of targeted training for facilities managers, particularly around optimising Building Management Systems (BMS) to cut energy consumption. The Climate Change team also plays a key role in promoting environmental awareness and encouraging sustainable practices across departments.
Robin Barmby highlighted how technology has enabled more precise energy savings. Through benchmarking and submetering, the council can identify specific areas or equipment responsible for inefficiencies, making the process more effective than traditional energy audits.
Innovative Technologies Making a Difference
Among the most impactful technologies deployed is the Variable Speed Drive (VSD), which adjusts motor speeds based on actual demand. This has been especially effective in leisure centres, delivering substantial energy savings with a rapid return on investment.
Tangible Results: Cost and Carbon Savings
Solar initiatives have delivered the greatest financial and carbon reductions. Additionally, the council’s LED street lighting upgrades, featuring percentage dimming, have contributed to long-term savings across its estate.
Securing Funding to Scale Impact
East Riding of Yorkshire Council has actively pursued funding to support its energy projects. In the past year alone, it has secured around £6.5 million, enabling nearly £17 million worth of work. Funding sources include the Public Sector Decarbonisation Scheme (PSDS), the Mayoral Fund, Sport England’s Swimming Pool Support Fund, and Warm Homes funding.
Guidance for Other Councils
Robin Barmby recommends starting with demand reduction, followed by efficiency improvements, and finally exploring renewable energy options. Stephen Fisher adds that data analysis and benchmarking should be the first step in understanding estate-wide performance and identifying priority areas.
